Again the world has come a long way. These Towers disrupted most of the way things run.
As far as government goes there are now verry few forms of government. Infact there is verry little government at all compared to today. We shall start with League government.
League government rules roughly 82% of the countries of the world. (Which sounds like more then it is because it is almost all of the smaller countries.) The League is devided into three parts. The Judge, the Troop, and the Guild.
Judges: Laws are agreed upon by all the people in individual countries. Judges judge cases where laws have been broken. They are judge and jury. There is never a shortage of Judges because you do not have to have much in the way of qualification to be a judge, just a full understanding of the laws in the country in which you serve. To become a judge, the cantidate simply puts his name in to become a judge and takes a test to prove his credentials.
A pannel of thirteen, (the council) look at the number of cases there were the previous years and determine how manny judges need to be availiable at any given time. then they split the year up among each of the judges evenly.
In the case that there is not enough judges to even fill the amount of judges needed at all times, the council will petition to the league to get some extra judges or overflow judges from any other country. The judge who is called in gets rapidly educated in the laws of the area and commences his judgement.
In the case of a judge being grossly unfair. A case can be called by either the defendant or the prosecution to be rejudged by a pannel of three other judges two of the defendant/prosecutions choice and one of the council. The Vote must be unanimous to change the orriginal ruling of the case. If three judges vote against the orriginal judgement then the orriginal judge gets a strike against him. If a judge gets three strikes then he is deemed an unworthy and unfair judge and is removed from the possition of judge.
Also if there is a popular vote by the people to remove a judge then the judge must step down. The council is chosen by members of the league. The League members are chosen by the people.
Corruption can still thrive but it is very hard.
